Your mission
JCCBI is looking for an Intermediate Engineer, to help fulfill the mission of the Diagnostics and Planning Department which is stated as follows: Our department is responsible for the inspection program, functional diagnostics, and master plans. We also define, document and plan major maintenance and development projects.
Main duties
Reporting to the Manager, Diagnostics and Planning, you implement practices that define the asset management system by applying the inspection, structural capacity analysis, diagnostic, and master plan program and by planning projects from the program to invest in physical and functional asset maintenance. You document the scope of upcoming investments by preparing project briefs, cost estimates, and the ten-year project plan. By cooperating and working in complementarity with other teams, you set up decision tracking in the areas of asset management, identify needs and issues, and ensure that quality information is shared. You help with the execution of professional service contracts and ensure that the owner is involved by upholding a relationship of collaboration and trust with consultants to ensure the quality and compliance of deliverables. You also actively participate in budget management, cost control, and deadline tracking as well as the analysis and processing of claims and amendments.
You will actively help develop and maintain an innovative and recognized structural capacity analysis framework based on criteria and processes intended for bearing capacity studies and permit approvals from consultants. Through your expertise, you will monitor, verify and examine the technical quality behind the consultants’ deliverables and communicate the technical results and identified risks while collaborating with other management engineers to facilitate corporate decision-making regarding asset management investment choices for all structures in an effort to achieve the right balance between service levels, costs and risks. You will use the guidelines provided by management to develop, communicate and maintain a global vision involving structural capacity evaluations and the issuance of special permits. Finally, you play an active role in supporting and developing JCCBI resources in the application of processes.
Inspections, diagnostics, and master plans for an asset sector (25 %)
- Maintain good knowledge of studied locations by making field visits, performing asset inventories, and consulting available documentation.
- Establish the annual and ten-year program for deliverables to comply with the Corporation’s internal obligations and in coordination with the planning for major work and the program budget.
- Collaborate with internal stakeholders, the senior coordinator and the engineer in charge (EIC) to manage and conduct professional asset management service contracts.
- Define the required professional services, deliverables and applicable standards, and prepare the reference terms for professional asset management service contracts.
- Manage recommendations with internal departments.
- Ensure the quality of deliverables, analyze reports and recommend action.
- Facilitate corporate decision-making while balancing service performance with costs and risks.
- Control and monitor the execution of deliverables, including all required traffic maintenance, budget management, technical monitoring, and schedule tracking.
- Prepare authorizations for additional work and track work progress reports for payments to consultants.
Prepare the ten-year plan for an asset sector (25%)
- Maintain good knowledge of specific locations by making field visits and consulting available documentation.
- Group investment needs on a project-by-project basis and according to the nature, location and schedule of the work.
- Draft and update asset risk management analyses.
- Draft and update planned project briefs, including cost estimates regarding construction and professional services.
- Maintain good knowledge of studied locations by making field visits, performing asset inventories, and consulting available documentation.
- Prepare and maintain projects as part of the general ten-year planning schedules.
- Monitor the progress of current projects and coordinate future projects.
- Oversee the communications and planning coordination for projects with the Corporation’s partners and stakeholders.
- Launch prefeasibility studies in collaboration with the Project teams.
Advisor and reference person for structural capacity analyses of structures and the approval of special permits (50 %)
- Provide technical expertise in the structural capacity analysis of engineering structures for asset management.
- Develop and help align the Corporation’s various stakeholders toward an organizational vision and strategy in terms of the criteria, standards, and evaluation processes for capacity and modelling specific to each structure.
- Define the professional services, deliverables, and standards to be applied and prepare the reference terms for professional service contracts that pertain to structural capacity analysis.
- Control and monitor the execution of deliverables, which includes bearing capacity analyses, technical monitoring, budget management and schedule tracking.
- Perform a technical review of bearing capacity studies and analysis methodologies for special permits carried out by consultants.
- Enter asset data into the Company’s systems.
- Help update and continuously improve the requirements and standards for inventory changes, inspections, bearing capacity studies, and diagnostics.
- Create opportunities for your team members to acquire new skills.
- Sit on various committees or discussion panels related to your business area, as needed.
- Facilitate corporate decision-making based, for example, on the asset’s life cycle and data and while maintaining a balance between service performance, costs and risks.
- Exercise professional leadership for complex projects that have a significant impact for the Corporation.
Experience and education
- Have a bachelor’s degree in civil engineering with a minimum of eight years of experience working on engineering structures and designing and assessing the bearing capacity of bridge structures.
- Be a member in good standing of the Ordre des ingénieurs du Québec (OIQ).
- Practical experience with bearing capacity studies and the design and repair of bridge structures.
- Know Canadian construction standards and codes for the evaluation, design and construction of bridges and civil engineering structures.
- Knowledge of railway system standards, such as AREMA (American Railway Engineering and Maintenance of Way Association).
- Experience with the analysis or design of seismic reinforcement work.
- Have taken the MTMDET’s training courses on its inspection, assessment, maintenance, and design manuals for bridges and engineering structures.
- Have working knowledge of the following software: MS Project, Excel, Access, Word, Outlook.
- Knowledge of standard design and structural analysis software.
- Able to demonstrate a solid understanding of the issues surrounding engineering projects, construction work and traffic coordination.
- Have good knowledge of infrastructure sustainability and life-cycle management.
- Be familiar with construction safety standards and inspection practices.
- Mastery of written and oral French and good knowledge of oral and written English.
