Introduction to Info Source

Info Source describes the programs and activities, and the information holdings related to programs and activities, of government institutions subject to the Access to Information Act to facilitate the right of access. It also provides individuals, including current and former employees of the Government of Canada, with relevant information to access personal information about themselves held by government institutions subject to the Privacy Act and to exercise their rights under the Privacy Act.

An index of institutions that are subject to the Access to Information Act and the Privacy Act is available centrally.

The Access to Information Act and the Privacy Act assign overall responsibility to the President of the Treasury Board (as the designated Minister) for the government-wide administration of the legislation.

Background

The Jacques Cartier and Champlain Bridges Incorporated (the “Corporation”) is a body corporate legally incorporated under the Canada Business Corporations Act  by certificate of incorporation dated November 3, 1978. Its existence was continued under the Canada Business Corporations Act by certificate of compliance dated August 21, 1998. The Corporation is a Crown corporation agent of HIS MAJESTY THE KING IN RIGHT OF CANADA pursuant to The Jacques-Cartier and Champlain Bridges Inc. Regulations. The Corporation reports to Parliament through its appropriate Minister, who has been designated by order in council as the Minister of Housing, Infrastructure and Communities, namely the Honourable Sean Fraser.

Responsibilities

The Corporation is responsible for providing users with a safe and efficient transit across the infrastructures thereby operated and managed , namely the Jacques Cartier Bridge, the Estacade, the federal section  of the Bonaventure Expressway, the federal section of the Honoré Mercier Bridge and the Melocheville tunnel. The Corporation is also responsible for managing the infrastructures that are no longer open to users and are in the process of being deconstructed, namely the original Champlain Bridge and the Île des Sœurs Bypass Bridge.

The Corporation’s mission is to ensure user mobility, safety, and infrastructure longevity using a systemic management approach based on sustainable development: Our Vision, Our Mission, Our Values. Furthermore, at the request of Infrastructure Canada, the Corporation provides technical and financial advice for potential infrastructure rehabilitation projects in the Province of Quebec. The Corporation may also be called upon to undertake planning activities for some of these projects, to provide technical and financial advice for infrastructure management and, if required, to manage certain structures or certain portions of structures, subject to obtaining the necessary federal government approvals. Moreover, at Infrastructure Canada’s request, the Corporation provides technical support in managing the Project Agreement pertaining to the Samuel-De Champlain Bridge during the operation, maintenance and rehabilitation periods.

The Corporation currently has 26 internal organizational policies applicable to all its employees, covering such areas as real estate, environment and sustainable development, finance, access to information, asset management, information technologies, health and safety, communications, delegation of authority and human resources. Said policies are updated on a regular basis. The corporation also implements new policies as required.

Management of federal infrastructures such as bridges, highways and tunnels in the Greater Montreal area.

Programs

This program includes the operation and maintenance of the following: the Jacques Cartier Bridge, the lands forming part of the original Champlain Bridge corridor, the Estacade, the federal section of the Bonaventure Expressway, the federal section of the Honoré Mercier Bridge, as well as the Melocheville Tunnel, by carrying out regular and major maintenance work, and by proper management of surrounding properties. The program also includes the deconstruction of both the original Champlain Bridge and the Île des Sœurs Bypass Bridge.

Engineering

Description: The Engineering Division is responsible for the performance and management of the professional engineering services for the studies and design of major maintenance work on the following infrastructures: the Jacques Cartier Bridge, the lands forming part of the original Champlain Bridge corridor, the Île des Sœurs Bypass Bridge, the Estacade, the federal section of the Bonaventure Expressway, the federal section of the Honoré Mercier Bridge and the Melocheville Tunnel.

Construction

Regular maintenance and operations contracts

Description: The Operations and Maintenance Division is responsible for the regular maintenance work on the network and for managing various maintenance and operations contracts in connection with the infrastructures, such as lawn maintenance, road sweeping, snow removal and spreading of de-icing salts, local paving repairs, replacement of safety guardrails, cleaning of the expansion joints and structures, as well as operational work, such as road marking, vehicle towing and recovery, lane signals and lights, remote monitoring, police services and other.

Classes of personal information

The classes of personal information describe personal information that is not used for administrative purposes (a decision-making process that directly affects the individual to whom the information belongs) or is not intended to be retrievable through personal identifiers. In the course of its activities, the Corporation may receive unsolicited opinions, complaints or any other type of correspondence. This information is then stored in various files, according to the subject, and cannot be retrieved using personal identifiers. This information can be retrieved by obtaining details on the subject, the institutional programs and activities concerned and the date on which they were received.

It is not currently possible to make an online request for information using the Access to Information and Personal Information Online Request Service. However, the Corporation has initiated the necessary procedures to join said online request service.
