Introduction to information about programs and information holdings

Information about programs and information holdings : Sources of Federal Government and Employee Information provides information about the functions, programs, activities and related information holdings of government institutions subject to the Access to Information Act and the Privacy Act. It provides individuals and employee of the government (current and former) with relevant information to access personal information about themselves held by government institutions subject to the Privacy Act and to exercise their rights under the Privacy Act.

The Access to Information Act and the Privacy Act assign overall responsibility to the President of Treasury Board (as the designated Minister) for the government-wide administration of the legislation.

Background

The Jacques Cartier and Champlain Bridges Incorporated (“the Corporation”) is duly incorporated under the 1978 Canada Business Corporations Act, by Certificate of Incorporation dated November 3rd 1978 and was continued under the Canada Business Corporations Act, by certificate of compliance dated August 21 1998. The Corporation is a Crown Corporation agent of HER MAJESTY THE QUEEN IN RIGHT OF CANADA pursuant to The Jacques-Cartier and Champlain Bridges Inc. Regulations. For more information on the background of the Corporation, please refer to heading “About” on the Corporation’s website.

The Corporation reports to Parliament through the appropriate Minister, designated by order in council as the Minister of Intergovernmental Affairs, Infrastructure and Communities, namely the Honourable Dominic LeBlanc.

Responsibilities

The Corporation is responsible for providing the users with a safe and efficient transit across the infrastructures it operates and manages namely: the Jacques Cartier Bridge, the Champlain Bridge Ice Control Structure, the federal portion of the Bonaventure Expressway and of the Honoré-Mercier Bridge, and the Melocheville tunnel.

The Corporation is responsible for the management of the infrastructures that have been closed to the users, namely: the Champlain Bridge and the Île des Soeurs (“IDS”) Bypass Bridge.

Functions

Management of federal infrastructures such as bridges, highways, viaducts, tunnels, and surrounding properties situated in the Greater Montreal and Beauharnois areas.

Programs

This program activity encompasses the operation and maintenance of the Jacques-Cartier Bridge, the Champlain Bridge, the IDS Bypass Bridge, the Champlain Bridge Ice Control Structure, the federally-owned sections of the Bonaventure Expressway and of the Honoré-Mercier Bridge and the Melocheville Tunnel by carrying out regular and major maintenance work, and by proper management of surrounding properties.

Engineering and Construction
Engineering

Description: The Engineering department oversees the performance and management of professional engineering services for studies and design work for major maintenance works on the following transport infrastructures: the Jacques-Cartier Bridge, the Champlain Bridge, the IDS Bypass Bridge, the Champlain Bridge Ice Control Structure, the federally-owned sections of the Bonaventure Expressway and of the Honoré-Mercier Bridge and the Melocheville Tunnel.

Major Maintenance Contracts (Consulting Services)
 

Description: This bank may contain an estimate of the total cost of the project, the tender documents, a list of potential tenderers, the tenders received, analysis of tenders, the documents relating to the award of the contracts, signed contracts, correspondence and contractual documents.

Class of Individuals: This information relates to employees of tenderers.

Purpose: The purpose of the bank is to documented information submitted by the tenderers regarding the human resources submitted in the course of the calls for proposals. The information is used for the evaluation of tenders.

Consistent Uses: This information serves in the decision-making process for contract awards.

Retention and Disposal Standards: Legal documents – twenty (20) years. Technical documents – twenty (20) years. Meetings – ten (10) years. Financial documents – ten (10) years. General correspondence – five (5) years. Some legal and technical documents that are essential to each contract are kept indefinitely for research purposes for future work. After the semi-active period and according to the Corporation’s needs, files are transferred to Library and Archives Canada.

Description: In support of the activities for the operation of the major infrastructures it manages, the Corporation oversees the management of its assets through the Inspection department, the Planning department, the Environment and Sustainable Development department as well as the Research and Applications department.

Formal Access Request

For requests by mail, fill out the Access to Information Request Form or the Personal Information Request Form or mention in your letter that the request is made pursuant to the Access to Information Act or the Privacy Act and then give in details the information sought. The Corporation has no account with the Receiver General of Canada. Therefore, each request made to The Jacques Cartier and Champlain Bridges Incorporated under the Access to Information Act must be accompanied by an application fee of $5.00, cheque or money order made payable to The Jacques Cartier and Champlain Bridges Incorporated. Please note that the $5.00 fee only applies to Access to Information Requests and that no fees are payable for Personal Information Requests.

Informal Access Request

No fees are charged for informal requests.

The statutory right to complain to the Information Commissioner of Canada does not extend to informal requests.
